Are there any rules that restrict the length and time duration of debate? Are we addressing in the United Nations Assembly that allows only five mins to speak?

Debate is like war, it is a word war. Do you ask your opponents not to shoot too many times at you on battlefield? In a same way, do you beg your opponents to have a limited salvo of accusations in a debate???
