关于medicare levy 的 charge 其实是分成两个部分的，
1，medicare levy
The Medicare levy is 1.5% of your taxable income。
(1)Your taxable income* is equal to or less than your lower threshold amount（$20,542）.You do not have to pay the Medicare levy.
(2)Your taxable income* is greater than your lower, and less than or equal to your upper, threshold amount（$20,542-$24,168）.You pay only part of the Medicare levy.

2，medicare levy surcharge。
You have to pay the Medicare levy surcharge (MLS) if your income for Medicare levy surcharge purposes is above a certain threshold and you (or any of your dependants) don’t have appropriate private patient hospital cover. The surcharge is in addition to the Medicare levy
