L牌持有6个月后顺利转为P1，但P1在不到一年内被扣完4分

因為扣了的4分需要18個月更新, P1到P2需要有4分.

holding P1 for 2 years ( 18months refresh, and holding that 4 points for 6 months)

Turbo, not yet...but soon. first introduced on 29 Sep, 2009, and they are still enforcing the laws.
